since ive moved to atlanta which actually gets cold ive noticed my voltage in the cold gets up to 14.3 where as in the heat of florida it only gets up to 14 anyone know why this is?

Heat causes many things to lose power. Like car engines, thats why cold air/ram air intake gives more power.

And lol @ atlanta actually gets cold... you dont know what cold is haha
